Mrs. Foil is the eccentric and friendly neighbor of David and Shane who lives in an apartment near theirs. She plays the tuba and likes to bring her tuba with her wherever she goes, even going "tuba diving" with it.
Mrs. Foil is the most unpredictable resident of the apartment. She has been shown to have lots of different jobs and roles. Whenever David and Shane take a wrong turn into random rooms, Mrs. Foil is inexplicably there, with no explanation as to how she shows up everywhere. In "Movie Theater," there are even two Mrs. Foils at the movie screening. She has at least one new role in each episode. Her different jobs/roles throughout the show are:

Mrs. Foil has blonde hair styled into two swirls. Her main outfit is a bright pink business suit with a ladybug pin, a light pink flower-shaped bracelet, neon stockings, and high-heeled shoes. Because of her many jobs and hobbies, she has a wide variety of other costumes, which usually have a pink theme on them somewhere.
Mrs. Foil loves bugs, like caterpillars and ladybugs. Most of her outfits have a ladybug pin on them. As shown in Beach, her ladybug pin can flip open its "wings" to turn into a watch. As shown in Birthday Party and Ice Cream Truck, her purse and some of her hats have a blue caterpillar design on them.

Mrs. Foil appears in every single episode of The Upside Down Show.
In Movie Theater, Mrs. Foil appears as the owner of the laundromat. The Action Fingers mess up her laundry, so they rush to fold it all back again. Later, Mrs. Foil shares a seat with David and Shane at the theater.
In Barbershop, David and Shane go to Mrs. Foil's barbershop for a haircut.
In Art Museum, Mrs. Foil is the tour guide at the museum.
In Pet Shop, Mrs. Foil is the cashier at the pet store and helps David pick out a pet chair.
In Camping, she is a scoutmaster who is camping in the woods. Mrs. Foil lets David and Shane camp with her, but she falls asleep with her tuba before they make a campfire.
In Picnic, Mrs. Foil has a picnic outside and joins the brothers for picnic games. She does a sack race and later catches Puppet in a game of catch.
In Airport, she has a paper airplane that is destroyed by the Action Fingers. They re-fold it, and she tries to catch a flight on it.
In Beach, Mrs. Foil first visits the apartment to ask the boys if they've looked for their beach ball in her teacup. Later, she is at the beach and makes a sand castle.
In Marching Band, she plays her tuba in the marching band.
In Birthday Party, she is invited to the birthday party and brings the Schmuzzies in her purse.
In Farm, she first appears as the owner of a big bell in the Great Big Bell Room. Later, she goes "tuba diving" in the Ocean Room, and finally, she appears as the farmer at the farm.
In Ice Cream Truck, she appears in all three wrong-turn rooms and at the end. Mrs. Foil is a frozen statue in the Frozen Room, and asks the brothers to help her get unfrozen. Next, she explains that you can only walk to the left in the "This Way" Room. Later, she hosts the Ice Cream Game Show and gives the brothers ice cream from her truck.
In Mini Golf, she is the owner of an orange tree and explains how oranges are a great snack. Later, Mrs. Foil is a golfer at the mini golf course.

She is played by Amanda Bishop, who has also performed and written for the Umbilical Brothers' other shows.
There are three episodes where Mrs. Foil is only seen in costume and not in her normal outfit: "Camping," "Birthday Party," and "Mini Golf." All other episodes feature her normal outfit for at least one scene.
Her apartment is never shown, but it's known that it is the room right next door to the brothers' apartment.
She has a male pet cat named Elizabeth.
